The Permanent Account Number (PAN) reforms, part of the new Income Tax Act, 2025, will come into effect on April 1, 2026, marking a significant shift in India’s financial landscape. The reforms aim to enhance compliance and transparency in financial transactions, reflecting a growing emphasis on accountability.

Under the new regulations, two-factor authentication will be mandatory for all digital payment transactions in India, a move designed to bolster security in an increasingly digital economy. Additionally, obtaining a PAN card will require more than just an Aadhaar number; applicants must now provide additional documentation to ensure accuracy and prevent fraud.

One of the key changes is that the name on the PAN card must now match the details on the Aadhaar card, reinforcing the linkage between identity and financial activities. Individuals will need to use specific forms for PAN applications: Form 93 for personal applications, Form 94 for companies, Form 95 for foreign individuals, and Form 96 for foreign entities.

Moreover, the reforms stipulate that PAN is only required for banking transactions when total deposits or withdrawals exceed Rs 10 lakh in a financial year. Similarly, vehicle purchases will necessitate a PAN only if the value exceeds Rs 5 lakh, while insurance policies will require PAN at the outset, regardless of the premium amount.

In property transactions, the threshold for mandatory PAN disclosure has increased from Rs 10 lakh to Rs 20 lakh, reflecting an effort to streamline reporting requirements. For high-value spending at hotels, restaurants, or events, a PAN will only be necessary when the bill exceeds Rs 1 lakh.

Rohit Mahajan, a financial expert, noted, “These changes aim to streamline tracking of financial activities and strengthen the linkage between individuals and their transactions.” This sentiment underscores the broader goal of the reforms: to create a more transparent financial ecosystem.

The Income Tax Act has been a cornerstone of India’s tax framework for over six decades, and its replacement with the new act signifies a pivotal moment in the country’s approach to taxation and financial regulation.

As the implementation date approaches, observers are keenly watching how these reforms will affect compliance and the overall financial landscape in India. Details remain unconfirmed regarding the full impact of these changes on various sectors.

In a related event, the Junior Pan American Cups 2026 will take place in Santiago, Chile, from April 6-18, 2026, showcasing the global significance of the term ‘PAN’ in both financial and sporting contexts.
