“An MoU by Invest UP is a preliminary step before detailed due diligence and project evaluation gets done,” stated Yogi Adityanath, Chief Minister of Uttar Pradesh, following the signing of a significant memorandum of understanding with Puch AI.

The ₹25,000 crore agreement aims to create a comprehensive AI ecosystem in the state, positioning Uttar Pradesh as a potential leader in artificial intelligence in India. This ambitious initiative comes at a time when Puch AI, a Bengaluru-based startup founded just a year ago by Siddharth Bhatia and Arjit Jain, is already making waves in the tech industry.

“UP Government and Puch AI have signed a ₹25,000 crore MoU to make Uttar Pradesh India’s first AI Pradesh,” Bhatia remarked, highlighting the transformative potential of this partnership.

Despite the excitement surrounding the MoU, there are concerns regarding Puch AI’s capacity to deliver on such a large-scale commitment. The startup, which primarily operates through WhatsApp and voice calls, has garnered over a million users monthly, with more than 60% experiencing AI for the first time.

As of March 31, 2025, Puch AI reported an annual revenue of ₹42.9 lakh, raising questions about its infrastructure and ability to manage extensive projects. Critics have pointed out the company’s relatively small team and lack of a proven track record in executing large-scale initiatives.

Yogi Adityanath emphasized that the MoU is non-binding, stating, “MoUs are non-binding on the State Government. Any further progress… is subject to detailed evaluation of the prospective investor’s proposal.” This statement underlines the cautious approach the government is taking in assessing the viability of the partnership.

Details remain unconfirmed regarding the specific projects that will be pursued under the MoU. The Uttar Pradesh government has made it clear that any further steps will depend on a thorough evaluation of Puch AI’s proposals.

As the landscape of artificial intelligence continues to evolve, the collaboration between Puch AI and the Uttar Pradesh government could set a precedent for future tech partnerships in India. However, the long-term viability of Puch AI in fulfilling its commitments remains uncertain.

With the tech world watching closely, the coming months will be crucial in determining whether this partnership can translate into tangible advancements in AI for the state and the nation.
