On March 10, 2023, the Union Government of India invoked the Essential Commodities Act to address the pressing need for an uninterrupted supply of liquefied petroleum gas (LPG) for domestic cooking. This decision was influenced by ongoing geopolitical disruptions, particularly the conflict in West Asia, which has significantly impacted fuel supplies.
Key Developments
In response to the situation, the Ministry of Petroleum and Natural Gas issued directives aimed at maximizing LPG production. Refineries and petrochemical units were instructed to prioritize the production of LPG specifically for domestic use, ensuring that households receive the necessary energy supply.
To facilitate this, the government mandated that oil refining companies reduce their gas allocation to approximately sixty-five percent of their past six-month gas consumption. In contrast, fertilizer plants were required to maintain seventy percent of their average gas consumption over the same period. This strategic allocation aims to balance the needs of various sectors while prioritizing domestic LPG supply.
Additionally, gas marketing entities were ordered to ensure eighty percent gas supply to tea industries and other industrial consumers, while City Gas Distribution entities must provide eighty percent gas supply to industrial and commercial consumers. These measures are intended to stabilize the gas supply chain amid rising demand.
Regulatory Measures
The invocation of the Essential Commodities Act also includes a 25-day inter-booking period to prevent hoarding and black marketing of LPG. This regulatory framework is designed to ensure equitable distribution and availability of petroleum products and natural gas across the country.
Furthermore, every producer, importer, transporter, marketer, or distributor of natural gas is now required to furnish information to the Central Government, enhancing transparency and oversight in the supply chain.
Current Status
As of now, the government remains focused on ensuring energy security for households, prioritizing domestic LPG supply. The Ministry of Petroleum and Natural Gas emphasized the importance of these measures, stating, “In light of current geopolitical disruptions to fuel supply and constraints on supply of LPG, the Ministry has issued orders to oil refineries for higher LPG production and using such extra production for domestic LPG use.”
